Notice of School Board Opening and Application Process
The 91原创 School District is now accepting applications for school board position #4, which is currently held by Director Miranda Skalisky. Due to her relocation outside of the area, Director Skalisky is unable to complete her term on the board.
Eligible applicants must be United States citizens, registered to vote, and live within the 91原创 School District Director District #4 boundaries. A district #4 boundary map can be located on the district’s website wenatcheeschools.org/board.
Interested candidates are asked to apply by March 21, 2025. The Board will review applications on March 26 at 12 PM during a special meeting to determine which candidates will be offered an interview. A public announcement of the candidates selected for interviews will be made by the Board upon completing their review. Interviews will occur during an open public meeting on April 3 starting at 5 PM. The newly appointed board member will be sworn in during the board’s regular meeting on April 22.
Selection Process Timeline:
- Applications Deadline: March 21, 2025
- Application Review and Interview Announcement: March 26, 2025, at 12 PM (Special Meeting)
- Interviews and Appointment: April 3, 2025 at 5 PM (Special Meeting)
- Oath of Office: April 22, 2025 (Regular Meeting)
The appointed candidate will serve until the next regularly scheduled board election in November 2025, at which time a director will be elected to fill Skalisky’s unexpired term, in accordance with Board Policy 1114. Candidates can apply to run for this position during the election filing period of May 5 - 9, 2025. The individual elected in November 2025 will serve the remainder of Director Skalisky’s term until November 2027. The seat will revert to a standard 4-year term starting in 2027.

Julie Norton - President, Board Position #1
Julie Norton is an attorney and partner at Ogden Murphy Wallace, PLLC (with offices in 91原创 and Seattle). She has been a licensed and practicing attorney for 14 years. Her practice emphasizes municipal law, employment law, land use and development (including real estate transactions), general civil litigation, and general business law.
Julie’s municipal law practice, which includes representation of numerous code cities, special purpose districts, and other governmental entities, provides an important foundation for her understanding of the 91原创 School District as a government agency and participation on the School Board. Julie is skilled in reviewing, analyzing and drafting contracts, policies, and regulations. She is also focused on ensuring compliance with governmental codes, rules, and regulations, including public bidding/purchasing laws, open government requirements, educational regulations, and budgeting. Julie was also appointed as the Board’s legislative representative, where she will closely monitor legislation related to educational and district operational requirements to help apprise the Board of pending updates, and determine whether to comment on any proposed legislation that may impact the District operations.
Julie volunteers time to speak at seminars and workshops sponsored by the Association of Washington Cities and MRSC focused on Public Records Act and Open Public Meeting Act Compliance. She also trains newly elected officials on open government, conflict of interest, and other ethical requirements.
Julie’s professional memberships include the Washington State Bar Association, the Chelan-Douglas County Bar Association, and the Washington State Association of Municipal Attorneys (WSAMA). She is also active in the 91原创 community, including serving on the board of directors for the YMCA, 91原创 Valley Youth Sports Foundation, and Arena Youth Enrichment Fund. She was recognized by the 91原创 World as one of the top 30 professionals under 35 in the 91原创 Valley.
Julie was born and raised in Boring, Oregon. She received her B.A. in Business Administration and Finance from the University of Washington in 2003. While in college, she was an active participant in the Husky Marching Band and a Deans List recipient. Julie subsequently earned her law degree, graduating cum laude, from the Seattle University School of Law. Julie and her husband, Brad Norton (a Chelan County Sheriff’s Deputy and 3rd generation 91原创 native) moved to 91原创 in 2006. They have 3 children in the 91原创 School District.
Maria Iñiguez - Board Position #2
María Iñiguez was born in California, is a first generation Mexican-American and an English Language Learner. She’s a graduate from Enumclaw High School in Enumclaw, WA and has resided in 91原创 since 2006.
María attended the University of Washington Tacoma where she earned a bachelor’s degree in Cultural Studies and a master’s degree in Interdisciplinary Art and Sciences with an emphasis on education. While conducting research for her master’s thesis “Leaving Hispanic Students Behind: The Effect of the Washington Assessment of Student Learning on Hispanic Students”, María studied abroad in Cuernavaca, Mexico and Cienfuegos, Cuba. During her time in Cienfuegos, María collaborated on an academic paper “Abriendo un espacio para el alumno latino en el currículum de las universidades de los Estados Unidos,” (Opening a space for Latino students in US University Curriculums) and presented at the International Colloquium on University and Community, at the University of Cienfuegos.
Education has opened many doors for María, which is why she has centered her professional career around education. She began her career as a student recruiter for the University of Washington Tacoma before relocating to 91原创. In 2006, she was hired by the 91原创 School District where she worked for over 12 years under different capacities. María currently works as the Chief of Staff and Secretary to the Board of Trustees of 91原创 Valley College.
María serves the community as a parent volunteer and team sponsor for 91原创 Youth Baseball, team sponsor for Greater 91原创 Soccer Club, a volunteer scholarship reader for Community Foundation of NCW, mentor for WHS College Mentor Program, volunteer for Community for the Advancement of Family Education and the Washington State’s Latino Civic Alliance.
María and her husband, Ricardo have a child that attends 91原创 Public Schools.
María was appointed to the 91原创 School Board on January 14, 2020 and was elected to serve an unexpired term in November 2021. Maria is the first elected Latina to serve on the 91原创 School Board.
Tucker Jackson - Vice President, Board Position #3
Tucker Jackson brings a diverse career background to his role as School Board Director for District 3. After finishing college, he conducted lab and field work around the world before transitioning to working in facilitation and project management as a consultant to several government agencies. Looking to transition away from the desk, Tucker worked in landscaping and construction with a brief period managing noxious weeds with goats in between. An unexpected opportunity took him into digital marketing in 2012, where he currently works as an SEO manager.
Since moving to 91原创 with his family in 2018, he has thrown himself into volunteering. He has coached for the Greater 91原创 Soccer Club, is PTSA president at Washington Elementary, a Math Is Cool coach, and a classroom volunteer.
Tucker ran for District 3 director because he values the community pride in 91原创, and believes that a strong education is a core part of that tradition. To ensure this pride will continue into the next generation, he will support the District in meeting student needs, improving learning outcomes, and ensuring graduates are future ready.
Tucker received a B.A. in Biology from Whitman College in 2001. While in college he swam for the varsity swim team, and was inducted into the Whitman Hall of Fame for his swimming achievements in 2012. Tucker and his wife have 2 children in the 91原创 School District.
Miranda Skalisky - Board Position #4
Miranda Skalisky has been a resident of the 91原创 Valley since 1994 with her mother and sister. She attended school in the 91原创 School District and graduated from 91原创 High School in 2008. Miranda is married to Ky, and they have two children. One of their children attends school in the 91原创 School District, while the other attends school in the Pasco School District.
Miranda attended 91原创 Valley College, where she graduated in 2016. During her studies, she had the opportunity to complete an internship with the 91原创 Police Department in 2015 as a Community Outreach Coordinator. This allowed her to advocate for local law enforcement and build transparent relationships with the community. Her passion for serving the community was ignited by this experience. She engaged in several community service and outreach activities in the 91原创 Valley, including the Latino Citizens Academy, Coffee with a Cop, Volunteer in Police Services, and Knights of Justice. Miranda also volunteered for Special Olympics and Camp Fire USA. Miranda went on to attend Purdue University Global, where she earned a bachelor's degree in criminal justice with an emphasis on juvenile behavior in 2020.
Currently, Miranda works for the State of Washington Department of Social and Health Services Adult Protective Services as an Investigator for vulnerable adults in Chelan, Douglas, and Okanogan Counties. In addition, she serves as the board President for North Central Washington Camp Fire Camp Zanika and Finding Finnegan Dog Rescue.
Miranda was elected to the 91原创 School Board in November 2023, serving for District 4.
Martin Barron - Board Position #5
Martin Barron is the parent of 4 children who greatly benefited and successfully graduated from 91原创 public schools. He was born and raised in Zimbabwe, Africa completed his B.Sc. in Chemical Engineering at Imperial College, London and earned his M.Sc. in The Economics of Poor Countries and their Development from the School of Oriental and African Studies, London.
Before moving to 91原创 in 1990 Martin lived and worked in 6 countries. He speaks English and Spanish comfortably and has some comprehension of 5 other languages. Public Service is Martin’s 5th career. He worked as a Chemical Engineer, Development Economist, Agribusiness in production, logistics and general management in Latin America, and finance and administration which enabled him to choose his family home, 91原创. He became a naturalized citizen in 1994.
Martin has volunteered in our schools on task forces, scholarship programs, and as mentor, stagehand, exchange student host and translator. His wife Tina produced district musicals for a decade and was a long term member of WHS foundation board.
Martin believes that no investment is more important for our community than K-12 education and ALL our children are our greatest asset. His hope as a board member is to be a catalyst for improvement and an advocate for our public schools in and to our community.
